Background

In early 2025, our team partnered with a local non-governmental organization focused on technology education and digital transformation in Bosnia and Herzegovina. The organization sought to understand public sentiment toward technological advancement and digital adoption across different demographic groups.

While quantitative metrics from international reports provided valuable baseline information, they lacked the qualitative insights into citizen attitudes, concerns, and aspirations that would make their initiatives truly effective.

Traditional research methods had proven insufficient for capturing the nuanced perspectives of Bosnia and Herzegovina's diverse population regarding digital transformation. Surveys reached limited demographic groups, official statistics often failed to align with real-world experiences, and the organization needed deeper insights to inform their program development. Perhaps most challenging was the vast amount of unstructured public discourse that contained valuable insights but remained largely untapped due to analysis limitations.

Initial Research Findings

Before launching our interactive research initiative, we conducted a comprehensive analysis of Bosnia and Herzegovina’s digital landscape. Our findings painted a picture of untapped potential and significant challenges.

  • Internet penetration stood at approximately 75% of individuals and households - noticeably below the European average оf 86.8%.

  • Mobile broadband subscriptions were even more concerning at just 55.5 per 100 inhabitants compared to the European average of 105.3.

  • Bosnia and Herzegovina scored 90.0 in the 2022 ITU ICT Regulatory Tracker, placing it among countries with fourth-generation regulatory regimes.

  • However, the country achieved only 40.74 in the G5 benchmark far below the latest European average of 69.88, indicating significant room for development in collaborative regulatory approaches.

  • The country’s education system produced 500–700 IT graduates annually, against a market demand for 2,000–2,500, creating a substantial skills gap.

  • Despite these challenges, the IT sector contributed roughly 3–4% to national GDP, with an annual growth rate of 7–10%, representing a significant opportunity for economic development if properly nurtured.

Our Approach: Creating a Digital Identity and Engaging Community

Our first task was developing a comprehensive brand identity for the NGO that would resonate with Bosnian audiences across different demographics. We crafted a visual identity system with a meaningful logo, color palette, and typography that reflected both technological innovation and cultural sensitivity. The messaging strategy emphasized technological advancement while respecting local values, setting the stage for meaningful engagement.

With this foundation established, we developed a multi-week content strategy focused on generating meaningful discourse around technology education, digital infrastructure, regional competitiveness, and economic implications of digital transformation. Rather than simply broadcasting information, each piece of content was designed to spark conversation and elicit perspectives from diverse audience segments.

The content strategy blended informational posts featuring data visualizations, question-based content designed to solicit opinions, regional comparisons highlighting disparities, and future-focused scenarios to gauge aspirations. This approach transformed social media from a one-way broadcast channel into an interactive research platform that generated valuable qualitative data.

AI-Powered Analysis: Transforming Conversations into Insights

The true innovation in our approach was the extensive use of artificial intelligence to analyze the resulting public conversations. As engagement grew our AI systems processed approximately 90 pieces of targeted content that generated roughly 10,000 direct comments.

We analyzed an additional 20,000 comments from various pages and profiles across different platforms, to provide contextual understanding.

AI analysis enabled us to process a volume of data that would have been impractical with manual methods alone. Our custom AI models were tailored to understand the linguistic nuances of Bosnia and Herzegovina’s multilingual environment, identifying patterns, sentiments, and themes across thousands of comments from diverse participants. The technology could distinguish between different demographic groups based on language use, engagement patterns, and content preferences, providing unprecedented insight into how technology adoption varies across the population.

The AI analysis revealed fascinating patterns in public sentiment toward technology adoption, investment interest, and perceptions of the IT sector as an economic driver. It identified specific barriers to adoption beyond infrastructure limitations and uncovered emotional factors influencing technology perception across generations.

Validation Through Human Connection

While AI provided powerful analysis capabilities, we recognized the importance of validating these digital insights through human connection. In the eleventh week of our project, we conducted focus groups with local participants representing key demographic segments, testing hypotheses generated from our AI analysis and ensuring that digital insights aligned with lived experiences.

These in-person sessions proved invaluable, adding depth and context to our digital findings and highlighting unique regional perspectives that might otherwise have been missed. The combination of AI-powered analysis with traditional qualitative research created a comprehensive understanding that neither approach could have achieved alone.

Results That Drive Action

Our research generated impressive engagement metrics, with over 10M across all platforms and a 4.8% average engagement rate (well above the industry average of 1.2%).

The insights generated through this research offered the NGO several practical applications. Information about specific digital skill gaps helped shape educational initiatives, while understanding the sector’s potential informed strategic partnerships with educational institutions. Insights on effective messaging improved public education campaigns, and evidence of regional variations helped prioritize intervention areas. Perhaps most significantly, the research provided evidence-based insights that strengthened the organization’s position in policy discussions.

A Complete Research Journey

The entire project unfolded over 12 weeks, beginning with brand development and digital presence establishment in weeks 1–2. Content deployment across key platforms continued from weeks 2–10, followed by comprehensive data collection and preliminary AI-powered analysis in week 10. Focus groups conducted in week 11 validated the findings on the ground, and the final week was dedicated to comprehensive analysis and report development.

This timeline allowed for an iterative approach, with each phase informing and enhancing subsequent activities. Early engagement data shaped later content development, preliminary AI analysis guided focus group design, and field validation refined our final insights.

Challenges and Solutions

The project wasn’t without challenges. Bosnia and Herzegovina’s multilingual environment required sophisticated AI models capable of understanding language nuances and dialectal variations. Initial AI sentiment analysis struggled with sarcasm and cultural references, requiring human oversight and model refinement. We also encountered significant differences in digital engagement patterns between urban and rural areas, requiring adaptations to our targeting approach.

Perhaps most challenging were the changing policies of social media platforms, which occasionally altered their APIs during the project and necessitated rapid adaptation of our data collection methods. Our team’s agility in responding to these challenges ensured the integrity of the research despite these obstacles.

Conclusion: Transformation Through Understanding

This project demonstrated the power of combining AI-driven research with traditional validation methods to assess technology adoption in Bosnia and Herzegovina. By leveraging artificial intelligence to analyze large datasets from interactive engagement, we uncovered nuanced insights about technology perceptions and potential that would have remained hidden through conventional research methods.

The approach provided the NGO with actionable insights to guide their programming and established a methodological framework that could be applied to future research initiatives across the region. Most importantly, it centered real citizen voices in the conversation about digital transformation, ensuring that future initiatives would be grounded in the lived experiences of those they aim to serve.

In a region with significant untapped technological potential, this research provided a roadmap for development that respects local contexts while embracing innovation. It showed that understanding adoption patterns is about more than infrastructure or skills—it’s about human perspectives, aspirations, and concerns. With these insights, Bosnia and Herzegovina's path to digital transformation can be both more effective and more inclusive.
